She may have in grown toe nails (painful) she needs to soak them and be on an antibiotic if she doesn't cut her nails properly and they dig in to the skin.
If she has funky sugars she has poor circulation. Have her (blood)sugar tested and get some help. Until then soak feet in emspin salt and make sure she trims her toe nails - with clean instruments (nail clippers). Wash off the sore toes with peroxide.
